FEMA Flood Elevation Certificate
The FEMA Flood Elevation Certificate is an important administrative tool of the National Flood Insurance Program (NFIP). It is to be used to provide elevation information necessary to ensure compliance with community floodplain management ordinances, to determine the proper insurance premium rate, and to support a request for a Letter of Map Amendment (LOMA) or Letter of Map Revision based on fill (LOMR-F). The Elevation Certificate is required in order to properly rate post-FIRM buildings.

Foundation As-Built Plan
The Foundation As-Built Plan is prepared to document the constructed location, or placement, of your dwellings foundation in relationship to your property lines. We would conduct an As-Built Field Survey and, depending on the As-Built Survey requirements, prepare either a plan or report describing the As-Built Surveyed location of the constructed foundation.
Please note that this Foundation As-Built Plan must be ordered in conjunction with ordering a Field Boundary Survey, or where we have performed a Field Boundary Survey within six months prior to ordering this service.

eLOMA Letter of Map Amendment
eLOMA is a web-based application within the Mapping Information Platform (MIP) that provides Foster Survey Company, as licensed land surveyors, with a system to submit simple Letter of Map Amendment (LOMA) requests to FEMA. This tool is designed to make a determination based on the information submitted by the Licensed Professional. Through the use of eLOMA, Licensed Professionals can receive a determination in the time that it takes to enter the required information online. The eLOMA online determination tool is available to our licensed land surveyor, who is registered with FEMA to be eLOMA Licensed Professional, and is authorized to submit applications on behalf of homeowners/landowners. An eLOMA document will serve the same functions as a standard LOMA.
Note that not all LOMA requests qualify to be submitted using the eLOMA tool. At this time, only existing single residential structures or entire legally recorded properties qualify. Also, to submit an eLOMA, the structure or parcel of land can not have been elevated by the placement of fill or be in an A Zone without a Base Flood Elevation (BFE).
You must first purchase a FEMA Flood Elevation Certificate in addition to purchasing this eLOMA Electronic Letter of Map Amendment. This is because the surveyed data collected in the FEMA Flood Elevation Certificate becomes the basis on which the eLOMA is filed. Furthermore, upon completion of the FEMA Flood Elevation Certificate, it may be determined that your property and/or structure is not within a Special Flood Hazard Area (SFHA), at which point we would recommend a different FEMA application, other than an eLOMA, be prepared and submitted that is appropriate for your situation.
Effect of a LOMA or LOMR-F on Flood Insurance Requirements
The issuance of an eLOMA, LOMA or LOMR-F eliminates the Federal flood insurance purchase requirement as a condition of Federal or federally backed financing; however, the mortgage lender retains the prerogative to require flood insurance as a condition of providing financing, regardless of the location of a structure. The purchase of a flood insurance policy is wise even if a structure is located outside the SFHA. More than 25 percent of flood claims are made by property owners located outside the SFHA. The issuance of a LOMA or LOMR-F does not mean the structure or lot is safe from all flooding; it means that the risk of flooding is not as high as it is in the SFHA. Events greater than the 1-percent-annual-chance event can and do occur. It is also to important to note that the flood insurance premium rate for structures located outside the SFHA are lower than the premiums for structures located in the SFHA.

FAA 2C Certification
Wireless communication companies and tower owners are required by the Federal Aviation Administration (FAA) to submit 2C Certification for sites where towers or antennas are installed, or are planned to be installed. Certification includes surveying to determine the longitude and latitude of the supporting structure or tower, along with elevations of the tower, structure, and installed or proposed antennas.

Soil Evaluations
A Soil Evaluator determines the depth to the seasonal high water table, soil types and restrictive materials, such as ledge. We can conduct Soil Evaluation testing at any time throughout the year. Generally, this is the first step in the process of designing a Septic System/OWTS.
Bronze Service
By selecting Bronze Service, we prepare the required RIDEM application and site testing, but you must supply a RIDEM Application Fee and hire a backhoe.

Topographic Survey and Mapping less than 1 Acre
INCLUDED: Topographic Field Survey & Existing Condition Plan (or delivery of digital model to your designer/engineer) of Residential Property:
I will perform a Topographic Field Survey of your property. I will set a minimum of two project benchmarks. The Topographic Field Survey will be surveyed to a Class III Survey Accuracy Standard and an Existing Conditions Plan certified to a Class III Survey Standard.
Does not include Property Survey. Without purchasing a Property Survey, the Existing Conditions Plan will only be certified to a Class IV Survey Standard and any graphical boundaries and property lines shown are not to be construed as resulting from an accurate boundary survey and are subject to such changes as an accurate boundary survey may disclose.

LOMR Letter of Map Revision
A Letter of Map Revision (LOMR) is FEMA’s modification to an effective Flood Insurance Rate Map (FIRM), or Flood Boundary and Floodway Map (FBFM), or both. LOMRs are generally based on the implementation of physical measures that affect the hydrologic or hydraulic characteristics of a flooding source and thus result in the modification of the existing regulatory floodway, the effective Base Flood Elevations (BFEs), or the Special Flood Hazard Area (SFHA). The LOMR officially revises the Flood Insurance Rate Map (FIRM) or Flood Boundary and Floodway Map (FBFM), and sometimes the Flood Insurance Study (FIS) report, and when appropriate, includes a description of the modifications. The LOMR is generally accompanied by an annotated copy of the affected portions of the FIRM, FBFM, or FIS report.

- You build a new house.
- More than one bedroom is added to your existing home.
In addition to our designing a New Construction Septic System you will first need to have Soil Evaluation testing done, prior to any design, and Designers Supervision services when the New Construction Septic System is constructed and installed, which are not included.

Alteration Septic System OWTS Design
Alteration Septic System OWTS designs are for the alteration of existing sewage disposal systems. Alteration Septic System OWTS designs are appropriate whenever:
- Proposed change in the size of an existing Septic System OWTS.
- Modification of an existing Septic system OWTS.
- A building renovation or change of use of any structure discharging sewage into the Septic System.
A “change in size” of an existing Septic system means any physical alteration to your Septic System which will allow the system to accommodate:
- In the case of a residence, the additional sewage flow resulting from the addition of not more than one bedroom; or
- In all other cases, an increased flow of sewage in an amount less than or equal to twenty-five percent (25%) of the design flow.
Changes in size which will accommodate increased sewage flows resulting from more than one
bedroom or in an amount greater than twenty-five percent (25%) of the design flow (approved) must obtain a permit as a New Construction Septic Systems OWTS.In addition to our designing an Alteration Septic System you will first need to have Soil Evaluation testing done, prior to any design, and Designers Supervision services when the Alteration Septic System is constructed and installed, which are not included.

Repair Septic System OWTS Design
Repair Septic System OWTS designs are for the repair of existing septic systems only. Repair Septic System OWTS designs do not propose:
- Any construction, building renovation, change of use of a structure.
- Any increase in the original design flow of the system.
- Does not authorize any building renovation of any structure
In addition to our designing a Repair Septic System you will first need to have Soil Evaluation testing done, prior to any design, and Designers Supervision services when the Repair Septic System is constructed and installed, which are not included.

Variance Septic System OWTS Design
A Variance Septic System OWTS design may be necessary if some of the rules and regulations set forth by the Rhode Island Department of Environment can’t be met.
There are too many reasons to list here for a Variance Septic System OWTS design, but the following list outlines a few of the most common reasons for needing a Variance Septic System OWTS design:
- High water table.
- Shallow depth to impervious materials, such as ledge.
- Existing or proposed wells are too close to the Septic System OWTS. This is usually due to small sized lots and/or site constraints that limit separation.
- Existing or proposed Septic System OWTS are too close to environmental constraints such as; ponds, rivers and streams, wetland areas including swamps and marshes, or to surface drinking water supplies including tributaries that flow to them.
In addition to our designing a Variance Septic System you will first need to have Soil Evaluation testing done, prior to any design, and Designers Supervision services when the Variance Septic System is constructed and installed, which are not included.
You also may need to retain the services of a Class III Designer, and/or Professional Engineer, among other professionals, to complete this work. These services are not included and you are responsible for retaining such professionals, as necessary.
